A bill to amend the Federal Food, Drug and Cosmetic Act to specify the authority to regulate food products with cheese and meat, to require food containing imitation or substitute cheese to be labeled to reflect the fact that such cheese is contained in the food, and for other purposes.

Amends the Federal Food, Drug, and Cosmetic Act to vest authority to promulgate regulations for food products with cheese and meat exclusively in the Secretary of Health and Human Services.

Deems a food misbranded if it contains imitation or substitute cheese unless it is so labeled, prominently and contiguously to the product name, on the principal display panel.
