Amends title VII (Equal Employment Opportunities) of the Civil Rights Act of 1964 to declare that the Congress, under its power to enforce the 14th Amendment, determines that States and their political subdivisions may enact reasonable provisions setting aside a percentage of funds for spending on contracts to be awarded to firms that have ownership, control, or employment practices which further the goal of remedying discrimination on the basis of race, color, religion, sex, or national origin by private contractors in employment and subcontracting.
