A bill to amend the Agriculture Trade Development and Assistance Act of 1954 to permit foreign currency proceeds derived from the sale of commodities to be used to support research and development programs in agriculture and aquaculture, and for other purposes.
Foreign Currency Agricultural Research Competitiveness Act of 1989 - Amends the Agricultural Trade Development and Assistance Act of 1954 (PL 480) to include agricultural, forestry, and aquacultural research within the scope of foreign currency use programs.
Requires the Secretary of Agriculture to consult with land grant and State colleges in carrying out research projects.
