A bill to amend the Social Security Act to improve Medicare and Medicaid payment levels to community health clinics.
Community Health Clinic Improvement Act of 1989 - Amends title XVIII (Medicare) of the Social Security Act to provide Medicare cost-based reimbursement to all community health clinics which meet the requirements for receiving a grant under the Public Health Service Act.
Amends title XIX (Medicaid) of the Act to require States to cover the reasonable costs for services provided by such community health clinics.
