Authorizes the President, notwithstanding specified provisions of the National Aeronautics and Space Act of 1958 or any other law and acting by and with the advice and consent of the Senate, to appoint Rear Admiral Richard Harrison Truly to the office of Administrator of the National Aeronautics and Space Administration.
Declares that the appointment shall in no way affect his status as an officer on the retired list of the U.S. Navy, except to the extent that Federal dual pay and dual employment provisions affect the amount of retired pay.
