Directs the Secretary of Veterans Affairs, during FY 1990 through 1992, to conduct a pilot program to determine: (1) the feasibility of making direct housing loans to eligible veterans for the purchase of housing on Native American trust land; and (2) ways to improve the access of Native American veterans to housing loan benefits under the housing loan guaranty program of the Department of Veterans Affairs.
Requires the Secretary to make direct housing loans for the purchase of housing located on Native American trust land.
Directs the Secretary to report to the Senate and House Veterans' Affairs Committees on the direct housing loan program.
Directs the Secretary, in establishing such program, to consider the concerns and recommendations of the Advisory Committee on Native American Veterans. Authorizes appropriations.
Defines "Native Americans" as Indians, Native Hawaiians, Alaska Natives, and Pacific Islander Natives.
