Sinking Creek Flood Control Act of 1989 - Authorizes the Secretary of the Army to construct a dry reservoir, for flood control purposes, near Sinking Creek in Wilson County, Tennessee. Earmarks funds for such reservoir which shall be maintained by the city of Lebanon, Tennessee.
