A bill to amend the Disaster Assistance Act of 1988 to provide disaster assistance to orchard owners who have suffered losses as a result of freeze damage in 1989, and for other purposes.
Orchard Disaster Assistance Act of 1989 - Amends the Disaster Assistance Act of 1988 to provide emergency disaster assistance to orchard owners or operators who suffered losses due to drought, excessive moisture, freeze damage, or related condition in 1988 or 1989.
Extends: (1) such assistance to cover tree farmers with 1989 losses; and (2) the scope of such assistance from seedlings to trees.
Extends rural business disaster assistance to cover 1989 losses.
Makes tree farmers eligible for Federal crop insurance.
