A bill to enhance the ability of the Bureau of the Census to gather information concerning rural areas for Congress, to improve historic preservation efforts, and for other purposes.
Rural Progress Monitoring and Historic Preservation Act of 1989 - Requires the Director of the Bureau of the Census to expand the data collection efforts of the Bureau in order to collect statistically significant data concerning the changing economic condition of rural counties and communities in the United States. Requires the Bureau to employ residents of nonmetropolitan counties for the expanded rural data collection operations conducted in FY 1990. Authorizes appropriations.
Requires the Secretary of the Interior to prescribe and implement regulations concerning projects receiving funding from the Department of Agriculture and their relationship with the provisions of specified Federal laws: (1) establishing a program for the preservation of additional historic properties throughout the Nation; and (2) providing for the preservation of historical and archaeological data (including relics and specimens) which might otherwise be lost as a result of the construction of a dam.
