A bill to amend the Disaster Assistance Act of 1988 to extend disaster assistance to losses due to adverse weather conditions in 1988 or 1989 for crops planted in 1988 for harvest in 1989, and for other purposes.
Disaster Assistance Act of 1989 - Amends the Disaster Assistance Act of 1988 to extend disaster assistance to 1989 winter program and nonprogram crops.
Permits and sets forth conditions for producers to devote acreage under an acreage limitation program to haying and grazing or to alternative crops.
Extends to such crops: (1) crop quality reduction disaster payments; (2) crop insurance coverage; and (3) disaster assistance payment reductions in relation to Federal crop insurance payments.
