Rule provides for consideration of S. 2924 with 1 hour and 30 minutes of general debate. Previous question shall be considered as ordered without intervening motions except motion to recommit with or without instructions. Measure will be considered read. Specified amendments are in order. The amendment printed in part one of the Rules Committee report shall be considered as having been adopted. No other amendment shall be in order except the amendment in the nature of a substitute printed in part two of the report. Said amendment shall be considered as having been read, shall be debatable for one hour and is not subject to amendment. All points of order for failure to comply with the provisions of clause 7 of rule XVI are waived.
