All points of order against the bill and against its consideration are waived except that the chairman of the Committee on Ways and Means, or his designee, is authorized to raise points of order under clause 5(b), rule XXI. POINT OF ORDER RAISED - Mr. Michel stated that because H. Res. 509 was reported from the Rules Committee without a provision to recommit with instructions, the Rules of the House were being contravened in that an examination of the applicable Rules would show that the rights of the minority to offer such motions are implicitly and explicitly protected at all times. The Chair overruled the point of order.
