Waives, with respect to certain budget and appropriations resolutions reported from the Committee on Rules on or before October 7, 1990, provisions of rule XI of the Rules of the House of Representatives that require a two-thirds vote to consider a report from such committee on the same day it is presented to the House. Waives the provisions for the consideration or disposition of: (1) a concurrent resolution on the budget (including an amendment or conference report); (2) a joint resolution making continuing appropriations for FY 1991 (including an amendment or conference report); or (3) a bill to extend the temporary increase in the public debt limit (including an amendment or conference report).
