Clarifying the jurisdiction of the Committee on Rules with respect to the rules.

Amends rule X of the Rules of the House of Representatives to provide that any measure touching on rules, joint rules, and order of business which is not privileged for immediate consideration in the House shall be referred to the Committee on Rules upon introduction or receipt, unless held at the Speaker's table.

States that the jurisdiction of such Committee includes, without distinction, matters proposing to change the rules whether first effective in that or in any subsequent Congress.
