It shall be in order to consider an amendment in the nature of a substitute consisting of the text printed in part one of the report accompanying this amendment as an original bill, said substitute shall be considered read and all points of order against said substitute for failure to comply with the provisions of clause 7, rule XVI shall be waived. Measure will be considered read. Specified amendments are in order. No amendment to said substitute shall be in order except those printed in part two of the report accompanying this resolution.
