Establishes the House of Representatives Classified Information Security Office to assure protection of classified information in the custody of Members, officers, and employees of the House.

IN THE HOUSE OF REPRESENTATIVES January 19, 1989 Mr. SOLOMON (for himself, Mr. SCHULZE, Mr. HOPKINS, Mr. DORNAN of California, and Mr. ARMEY) submitted the following resolution; which was referred to the Committee on House Administration RESOLUTION Establishing the House of Representatives Classified Information Security Office. Resolved, That the House of Representatives Classified Information Security Office is established to assist Members, officers, and employees of the House in assuring the protection of classified information in their custody. SEC. 2. The House of Representatives Classified Information Security Office shall-- (1) assist the Permanent Select Committee on Intelligence, in consultation with other appropriate committees, in preparing a classified information security manual which shall be completed not later than 6 months after the date on which this resolution is agreed to; (2) in accordance with such manual, assist Members, officers, and employees of the House in the receipt, transmission, storage, and disposal of classsified information; (3) assist appropriate departments and agencies of the executive branch in processing House requests for access to classified information and in presenting briefings on security procedures; and (4) maintain centralized records identifying those officers and employees of the House who have access to classsified information. SEC. 3. The classified information security manual referred to in section 2 (and each amendment to that manual) shall take effect only upon approval by resolution of the House, agreed to by recorded vote of not less than two-thirds of the Members voting. SEC. 4. As used in this resolution, the term `classified information' means information or material that, pursuant to law or Executive order, is designated and clearly marked or clearly represented as requiring a specific degree of protection against unauthorized disclosure for reasons of national security.
