Rule provides for consideration of H.R. 5115 with 2 hours of general debate. Previous question shall be considered as ordered without intervening motions except motion to recommit with or without instructions. The amendment in the nature of a substitute recommended by the Committee on Education and Labor printed in the bill shall be considered as an original bill for the purpose of amendment. All points of order against said substitute for failure to comply with the provisions of section 303(a)(4) of the Congressional Budget Act of 1974, as amended, are waived. Measure will be considered read. Specified amendments are in order. No amendment shall be in order except the amendments printed in the report of the Committee on Rules.
