Rule provides for consideration of H.R. 5170 with 1 hour of general debate. Previous question shall be considered as ordered without intervening motions except motion to recommit with or without instructions. All points of order against consideration of the bill for failure to comply with the provisions of clause (2)(l)(6) of rule XI are waived. It shall be in order to consider an amendment in the nature of a substitute recommended by the Committee on Public Works and Transportation now printed in the bill as an original bill for the purpose of amendment under the five-minute rule. Measure will be read by title. Bill is open to amendments. It shall be in order to consider the amendment printed in the report of the Committee on Rules accompanying this resolution, if offered by Mr. Roe of New Jersey or his designee. Said amendment shall be debatable for not to exceed 30 minutes, to be equally divided and controlled.
