The rule waives all points of order against provisions of the bill for failure to comply with clauses 2 and 6 of rule XXI. The bill shall be considered for amendment by title instead of by paragraph. Measure will be considered read. Specified amendments are in order. Amendments printed in the report accompanying this resolution (100-560) shall be in order. Amendments shall be considered in the order and manner specified in the report, not subject to amendment except as specified, and all points of order against the amendments shall be waived.
