Rule provides for consideration of H.R. 2567 with 1 hour of general debate. Previous question shall be considered as ordered without intervening motions except motion to recommit with or without instructions. It shall be in order to consider the amendment in the nature of a substitute recommended by the Committee on Interior and Insular Affairs now printed in the bill as an original bill for the purpose of amendment under the five-minute rule. All points of order against said substitute for failure to comply with the provisions of clause 7 of rule XVI are waived. Measure will be read by title. Specified amendments are in order. Only pro forma amendments for the purpose of debate and those amendments printed in the "Amendment" portion of the Congressional Record prior to the consideration of the bill are in order.
