Rule provides for consideration of H.R. 4785 with 1 hour of general debate. Previous question shall be considered as ordered without intervening motions except motion to recommit. It shall be in order to consider an amendment in the nature of a substitute recommended by the Committee on Energy and Commerce now printed in the bill as an original bill for the purpose of amendment. No amendment to said substitute shall be in order except the amendments printed in the report of the Committee on Rules accompanying this resolution, debatable for the period specified and not subject to amendment except as specified in the report. The amendments of Mr. Madigan shall be considered en bloc. Measure will be read by section. Specified amendments are in order.
