To amend the Rules of the House of Representatives to limit the number of years a Member may serve on a particular committee.

Amends rule X of the Rules of the House of Representatives to prohibit a Member of the House from serving on any particular committee for more than 12 years. Disregards service performed on such committee for less than a full session of Congress and service performed prior to the beginning of the 102nd Congress.
