Rule provides for consideration of H.R. 3030. Previous question shall be considered as ordered without intervening motions except motion to recommit with or without instructions. It shall be in order to consider the amendment in the nature of a substitute recommended by the Committee on Energy and Commerce now printed in the bill as an original bill for the purpose of amendment under the five-minute rule. All points of order against said substitute are waived. The Committee on Rules is authorized to file a supplemental report at any time on May 23, 1990 after the adoption of this resolution. Measure will be considered read. Specified amendments are in order. Only the amendments printed in the supplemental report of the Committee on Rules accompanying this resolution or as specified within this resolution are in order.
