Rule provides for consideration of H.R. 4636 with 1 hour and 30 minutes of general debate. Previous question shall be considered as ordered without intervening motions except motion to recommit with or without instructions. All points of order against the bill and against its consideration are waived. Measure will be considered read. Specified amendments are in order. All points of order against the amendments printed in the report are waived. After passage of H.R. 4636, it shall be in order to take S. 2364 from the Speaker's table and to consider said bill in the House. It shall then be in order to move to strike all after the enacting clause of S. 2364 and insert in lieu thereof the provisions contained in H.R. 4636 as passed by the House, and all points of order against said motion are waived.
