Rule provides for consideration of H.R. 4404. All points of order for failure to comply with the provisions of sections 302(f), 303(a)(5) and 311(a) of the Congressional Budget Act of 1974 (Public Law 93-344, as amended by Public Law 99-177) and with clause 2(l)(6) of rule XI and clause 7 of rule XXI are waived against consideration of the bill. During consideration of the bill, all points of order against provisions of the bill for failure to comply with the provisions of clauses 2 and 6 of rule XXI are waived. Measure will be read by title. Bill is open to amendments.
