Calls for development of campaign finance reform legislation in the second session of the 101st Congress to: (1) provide incentives to candidates for the House of Representatives to limit expenditures to $200,000 per election; (2) reduce to $2,500 per election the limitation on contributions to a candidate by a political action committee; and (3) limit to $75,000 per election the total amount that a candidate may accept from such committees.
