To amend Rule XLVIII of the Rules of the House of Representatives to change the size of the Permanent Select Committee on Intelligence, to require secrecy oaths and security clearances for members and staff of the select committee, and to grant the Speaker the right to attend any meeting and to have access to any information in the possession of the select committee.

Amends rule XLVIII of the Rules of the House of Representatives to reduce the size of the Permanent Select Committee on Intelligence from a maximum of 19 to 13 members.

Requires Select Committee members and employees to take a secrecy oath.

Permits the Speaker of the House of Representatives to attend any meeting of the Select Committee and to have access to any information in the possession of such Committee.

Authorizes the Select Committee to refer cases of unauthorized disclosure and violations of the required oaths to the Committee on Standards of Official Conduct for investigation. Specifies possible sanctions.

Bars access to classified information to members or employees of the Select Committee until an appropriate security clearance has been granted.
