Rule provides for consideration of H.R. 3402 with 3 hours of general debate. Previous question shall be considered as ordered without intervening motions except motion to recommit. Two of the three hours of general debate shall be equally divided and controlled by the chairman and ranking minority member of the Committee on Foreign Affairs, the remaining hour of general debate shall be equally divided and controlled by the chairman and ranking minority member of the Committee on Ways and Means. Measure will be read by title. Bill is open to amendments. It shall be in order to consider the amendment in the nature of a substitute recommended by the Committee on Foreign Affairs as an original bill for the purpose of amendment. The amendment printed in the report accompanying this resolution shall be considered as having been adopted
