Rule provides for consideration of disposing of Senate amendments to H.R. 2978. Previous question shall be considered as ordered without intervening motions. It shall be in order to consider in the House a motion to take from the Speaker's table H.R. 2978, with the Senate amendments thereto, and to concur in the Senate amendments. Debate shall continue not to exceed one hour and the time will be equally divided and controlled by the chairman and ranking minority member of the Committee on the Judiciary.
