Denounces the action taken on October 3, 1989, by the European Community (EC) Council of Ministers in adopting a broadcasting directive that is trade restrictive and in violation of the General Agreement on Tariffs and Trade.
Urges the President and the United States Trade Representative (USTR) to take appropriate steps, including possible action under the Trade Act of 1974, to protect and maintain U.S. access to the EC broadcasting market.
Requests the USTR to consult regularly with the Committee on Ways and Means of the House of Representatives on the status of the dispute and any action which it is considering with respect to such dispute.
