Any time after the adoption of this resolution the Speaker may declare the House resolved into the Committee of the Whole House on the State of the Union to consider the bill and specified amendments thereto. Measure will be read by title. Specified amendments are in order. No amendment to the bill shall be in order except amendments recommended by the Committee on Ways and Means, which shall not be subject to amendment.
