Amends rule XLVI of the Rules of the House of Representatives to reduce the number of pieces of franked mail which may be mailed during any calendar year.
Limits the number of pieces of franked mail which relate solely to a notice of appearance or a scheduled itinerary of a Member of the House that such Member may mail in a calendar year.

IN THE HOUSE OF REPRESENTATIVES AUGUST 3, 1989 Mr. HILER submitted the following resolution; which was referred to the Committee on Rules RESOLUTION Amending the Rules of the House of Representatives to reduce mass mailing under the frank. Resolved, That the first sentence of clause 2 of rule XLVI of the Rules of the House of Representatives is amended by striking out `six' and inserting in lieu thereof `two'. SEC. 2. The second sentence of clause 2 of rule XLVI of the Rules of the House of Representatives is amended to read as follows: `In addition to the number of pieces of mail permitted under the preceding sentence, any mail matter which relates solely to a notice of appearance or a scheduled itinerary of a Member in the area from which such Member is elected may be mailed in the manner described in that sentence, to the extent that the number of pieces so mailed by a Member in a calendar year does not exceed the number of addresses in that area.'. SEC. 3. The amendments made by this resolution shall take effect on January 1, 1990.
