Rule provides for consideration of H.R. 3012. The resolution waives points of order against the bill for failure to comply with the provisions of clause 2 of rule XXI. In any case where this resolution waives points of order against only a portion of a paragraph, a point of order against any other provision in such paragraph may be made only against such provision and not against the entire paragraph. Measure will be read by section. Bill is open to amendments. It shall be in order to consider the amendment printed in the report of the Committee on Rules accompanying H.Res. 215 if offered by Mrs. Boxer or her designee which shall not be subject to amendment and which shall be debatable for not to exceed one hour. All points of order against the amendment for failure to comply with the provisions of clause 2 of rule XXI are waived.
