IN THE HOUSE OF REPRESENTATIVES July 20, 1989 Mr. PICKETT (for himself and Mr. JONES of North Carolina) submitted the following resolution; which was referred to the Committee on Merchant Marine and Fisheries RESOLUTION Expressing the sense of the House of Representatives that the Secretary of the Interior conduct a study to determine whether or not there should be an administrative appeal process to review decisions regarding the denying or revoking of access permits to units of the National Wildlife Refuge System. Resolved, SECTION 1. REVIEW OF ACCESS PERMIT DECISIONS. It is the sense of the House of Representatives that where the United States Fish and Wildlife Service has established a system to issue a permit to allow non-employees to transit a wildlife refuge pursuant to Public Law 98-146 and Public Law 96-315, the Secretary of the Interior should conduct a study to determine whether or not there should be an administrative appeals process to review decisions by the United States Fish and Wildlife Service denying or revoking such permits. The study should be completed within one year after the date of the adoption of this resolution.
