Rule provides for consideration of H.R. 2939 with 2 hours of general debate. The resolution waives certain points of order against the consideration of the bill and against certain provisions of the bill for failure to comply with clauses 2 and 6 of rule XXI. In any case where this resolution waives points of order against only a portion of a paragraph, a point of order against any other provision in such paragraph may be made only against such provision and not to the entire paragraph. Measure will be read by section. Bill is open to amendments. It shall be in order to consider and amendment if offered by Mr. Obey, debatable for not more than one hour and not subject to amendment. All points of order against the amendment for failure to comply with the provisions of clause 7 of rule XVI and clause 2 of rule XXI shall be waived.
