Amending the Rules of the House of Representatives to restrict the use of the franking privilege in order to reduce the advantages of the privilege to a Representative running for reelection.

Amends rule XLVI of the Rules of the House of Representatives to: (1) reduce the number of pieces of franked mail which may be mailed during any calendar year; and (2) increase the number of days immediately before the date of any election during which mass mail shall not be franked.
