Rule provides for consideration of H.R. 1278 with 2 hours of general debate. Previous question shall be considered as ordered without intervening motions except motion to recommit. In lieu of the amendments now printed in the bill, it shall be in order to consider an amendment in the nature of a substitute consisting of the text of the Committee Print of the Rules Committee printed June 13, 1989, and all points of order against said amendment shall be waived. The amendment printed in part 1 of the report accompanying this resolution shall be considered as adopted in the House and in the Committee of the Whole. No amendment to the substitute shall be in order except those printed in part 2 of the accompanying report. Measure will be read by section. Specified amendments are in order.
