To repeal a provision of the Department of Transportation and Related Agencies Appropriations Act, 1989, prohibiting the use of Federal funds to plan, design, construct, or approve certain interchanges or other highway facilities providing access between or among Interstate Highway 66, United States Route 29, Virginia Route 234, and adjacent properties.
