Noise Reduction Reimbursement Act of 1989 - Amends the Airport and Airway Improvement Act of 1982 to include certain noise control costs as allowable airport development project costs (thus providing Federal reimbursement for locally incurred noise abatement expenses) if such costs are incurred before, on, or after the execution of a grant agreement and are: (1) incurred after June 1, 1989; (2) part of the airport operator's noise compatibility program approved by the Federal Aviation Administration; and (3) in compliance with applicable statutory and administrative requirements.
