To amend the Federal Salary Act of 1967 to make the Commission on Executive, Legislative, and Judicial Salaries more representative of the public and more responsive to public views, and to provide that the Commission's salary recommendations will not be subject to Presidential approval or Congressional action but will take effect only after the close of the succeeding Congress.

Amends the Federal Salary Act of 1967 to increase the membership of the Commission on Executive, Legislative, and Judicial Salaries.

Requires that appointments to the Commission be made in a manner to promote maximum economic, regional, and racial diversity.

Requires the Commission to solicit public participation in the development of findings and recommendations.

Declares the effective date for salary recommendations of the Commission to be the beginning of the next Congress.
