Directs the Secretary of the Treasury to grant duty-free treatment of bi-level rail passenger cars that are: (1) entered into the United States after March 14, 1988, and before January 1, 1989, and classified under the Tariff Schedules of the United States; and (2) designed for, and for the use of, the Florida Department of Transportation.
