To provide that contracts for the construction or repair of vessels of the National Oceanic and Atmospheric Administration are subject to the provisions of the Walsh-Healey Act.

Amends Federal law to require that each contract for the construction, alteration, furnishing, or equipping of a vessel owned or operated by the National Oceanic and Atmospheric Administration be subject to specified provisions of Federal law (commonly referred to as the "Walsh-Healey Act") relating to public contracts.
