Amends the Elementary and Secondary Education Act of 1965 to prohibit local educational agencies from making Federal funds available to any elementary or secondary school unless the principal supervisor of such school certifies to the Secretary of Education that each student is permitted to observe a 30-second period of silence to be used solely at the discretion of the student at the beginning of each school day for quiet and private contemplation or introspection.
