Amends the Elementary and Secondary Education Act of 1965 to prohibit local educational agencies from making Federal funds available to any elementary or secondary school unless the principal supervisor of such school certifies to the Secretary of Education that the Pledge of Allegiance to the Flag is a part of the school's daily program.
