Authorizes a commissioned officer of the Navy aboard a vessel operating in the territorial waters of the United States or at sea outside the territorial jurisdiction of any country, whenever a member of the Coast Guard is not present, to engage in drug interdiction activities with the same authority as a member of the Coast Guard assigned to drug interdiction duties.
Authorizes the Secretary of Defense, under specified conditions and upon the request of a Federal agency with the proper jurisdiction, to assign members of the armed forces to assist drug enforcement officials of such agency in searches, seizures, and arrests outside the land area of the United States.
