Assault Weapon Violence Prevention Act of 1989 - Amends the Federal criminal code to prohibit the possession or transfer of certain semiautomatic shotguns and rifles determined by the Secretary of the Treasury to be unsuitable for lawful recreational purposes. Makes an exception for possession of such a weapon lawfully possessed before, and continuously after, the effective date of this prohibition.
Requires the Secretary to establish a Firearms Evaluation Panel to recommend standards to be used in making such determinations.
