To amend title 23, United States Code, to provide for a maximum speed limit of 65 miles per hour on highways with 4 lanes or more located outside of urbanized areas, and for other purposes.

Provides for a maximum speed limit of 65 miles per hour on highways with four lanes or more located outside of urbanized areas.

Directs the Secretary of Transportation to conduct a study of, and report to the Congress on, the effects on highway safety of such an increase in the speed limit.
