To provide that the Secretary of the Army may only execute a water resource project in a State if the State enters into a legally binding agreement with the Secretary concerning the reconstruction of lands adversely affected by such projects.
Water Project Beautification Act of 1989 - Prohibits the Secretary of the Army from executing a water resources project unless the relevant State or local government enters into an agreement with the Secretary to reconstruct any lands adversely affected by such project to an aesthetically appealing and environmentally compatible condition.
