Petroglyph National Monument Establishment Act of 1989 - Establishes the Petroglyph National Monument in New Mexico as a unit of the National Park System.
Requires the Secretary of the Interior to develop and transmit to specified congressional committees a general management plan for the Monument.
Establishes the Petroglyph National Monument Advisory Commission.
Provides that public roads linking the Monument to other prehistoric and historic cultural sites in New Mexico and eastern Arizona shall be included in the vehicular tour route known as the Masau Trail.
Authorizes appropriations.
