To amend title XVIII of the Social Security Act with respect to payment for capital-related costs for inpatient hospital services under the medicare program.
Medicare Inpatient Hospital Capital Expenditures Amendments of 1989 - Amends title XVIII (Medicare) of the Social Security Act to prohibit Medicare payment for hospital, capital-related costs in a State, beginning in FY 1991, unless the State: (1) has entered into an agreement with the Secretary of Health and Human Services to review capital expenditures for inpatient hospital services pursuant to an Inpatient Hospital Facilities Plan developed by the State; and (2) has an average hospital occupancy rate of greater than 85 percent in urban areas and 75 percent in rural areas. Sets forth the required content of Inpatient Hospital Facilities Plans.
Provides Medicare payments on a prospective basis, beginning in FY 1991, for hospital, capital-related costs for moveable equipment that has a minimum useful life of approximately three years.
